With reference to the decision of the Competent Authority conveyed earlier on the website of this department, the existing position in respect of number of attempts and maximum age limits for various categories of candidates and the changes as approved in number of attempts & age-limits consequent to providing two additional attempts would be as under:

Last Date for LTC  by Air to Visit NER and Jammu Kashmir
          The Relaxation of LTC by Air to visit North Eastern Region (NER) and Jammu Kashmir  had been extended for further two years to all the central government employees with effect from 1st May 2012 and 18th June 2012 respectively. Accordingly the last date for this relaxation for NER and Jammu Kasmir ends  on 30-4-2014 and 17-6-2014

LAST DATE FOR AVAILING LTC BY AIR TO VISIT NER IS 30-4-2014

According to the Office memorandum No.F.No.31011/4/2007-Estt.(A) Dated 30th April 2012 the relaxation for travel by Air to visit NER ends on 30th April 2014. The commencement of outward journey for availing the LTC to visit NER should be on or before 30th April 2014.

LAST DATE FOR AVAILING LTC BY AIR TO JAMMU KASHMIR  IS 17-6-2014

As per OM F.No.31011/2/2003-Estt.A-IV Dated 15th June 2012, The last date for availing this relaxation for travel by Air to visit Jammu and Kashmir is 17/6/2014. The last date for commencement of outward journey of LTC by Air to visit  Jammu and Kashmir  is 17th June 2014

The Government servants those who are not availed LTC of any kind for the block of 2010-2013, are still having the chance to avail this relaxation as the grace period exists up to 31.12.2014 for LTC block year of 2010-2013.

Some agencies said this facility may be extended to Himachal Pradesh and Andaman and Nicobar Island. But it is not confirmed. More over there is no any word from government whether this existing relaxation will be extended or not.

‘SMS Gateway’ Launched for Sending Alerts to Railway Passengers Regarding their PNR Status
     Indian Railways added another milestone by launching yet another innovative scheme called the ‘SMS Gateway’, which will enable passengers to get SMS alerts on the status of reserved tickets. The ‘SMS Gateway’ which was developed by Centre for Railway information Systems (CRIS), an autonomous organization under the Ministry of Railways, was launched by the Minister of State for Railways Shri Adhir Ranjan Chowdhury here today on the occasion of a seminar on the theme “Role of IT in Rail Services – Present and Future”. The seminar was organised by the Centre for Transportation Research and Management (CTRAM), an autonomous body of the Ministry of Railways. Present on occasion the were Shri Arunendra Kumar, Chairman, Railway Board, Shri D. P. Pande, Member Traffic, Shri Kul Bhushan, Member Electrical and Shri Alok Johri, Member Mechanical, of Railway Board.

         The ‘SMS Gateway’ project will be used to send SMS alerts to passengers in case of status change in the PRS tickets, as compared to the initial booking status (For example W/L to RAC, RAC to CNF, W/L to CNF). SMS alerts prior to chart preparation will be sent once a day, in case of status change only, beginning from 5 days before the journey date. The SMS alerts after chart preparation (which is normally done 3-4 hours before train departure), will convey the actual Berth No., Coach No. and RAC No. for those passengers whose final Charting status has changed as compared to the initial booked status. In case of any ticket upgradation or seat re-allotment also SMS alerts will be sent.

It is estimated that a large of SMS alerts will be sent on daily basis (approx. 4 lakh), hence the system will be made ONLINE in phases. Initially, the system would be configured for sending post chart alerts in a few selective Rajdhani trains, followed by other Mail Express trains. Subsequently the pre chart alerts will be enabled.

This facility will greatly reduce the last minute enquiry rush on the PRS websites and Call Centre as well as reduce the4 crowding near the pasted Chart locations on the Railway Platforms. This service will be provided free of cost to the users. This will enhance the image of Indian Railways.

Taking the things forward, CRIS took up the project for setting up of SMS Gateway of sending alerts to passengers, sanctioned by the Railways Board. Till now passengers can find about their PNR status through website enquiries or Call Centre (139) or IVRS or SMS enquiry. Railways decided to proactively send the SMS alerts to passengers at no extra charges to them.

During the development of the application for sending SMS alerts, considerable challenges were faced, to ensure that there is no adverse impact in the normal functioning of the backend main PRS system (CONCERT), which is one of the largest ticketing applications in the world. M/s Mahindra Comiva and Velti System, India were the technical partners of CRIS for making this project a success.

Subject: Concession to Scheduled Caste and Scheduled Tribe officers in posts filled by promotion by selection

Sir,

         I am directed to refer to the subject cited above and to say that consequent upon revision of pay scales of Central Govt. employees, Deptt. of Personnel & Training (DOP&T) vide its OM No. 36028/8/2009-Estt.(Res.) dated 7th June, 2013 (copy enclosed) has clarified that provisions of ‘concessions to Scheduled Castes and Scheduled Tribes in posts filled by promotion by Selection in posts falling under Group A(Class-I) would apply to posts within Group A carrying Grade Pay of Rs. 8700 or less. DOP&T has, further clarified that these provisions are applicable to Govt. servants paid from Civil Estimates.

2. The matter has been examined in this Department. As due to several obvious reasons, it is not possible to equate the pay scales of employees in Public Sector Banks(PSBs), Public Financial Institutions(PFIs), Public Sector Insurance Companies (PSICs), and Reserve Bank of India(RBI), Insurance Regulatory Development Authority (IRDA), and Pension Fund Regulatory Development Authority(PFRDA) with the pay scales of Central Govt. employees, it has been decided that concessions mentioned in DOP&T’s OM No. 36028/8/2009-Estt.(Res.) dated 7th June, 2013 will be available to the SC/ST officers in PSBs, PFIs, PSICs, RBI, IRDA and PFRDA in ‘promotion by selection’ to posts within the officers cadre up to Middle Management Grade Scale-III or Grade-C(lowest three rungs in officers’ cadres), whichever is applicable.
