OFFICE MEMORANDUM

           Subject:: Policy on fixing an upper limit on the number of years for which officers can
work in the personal staff of Ministers in their entire careers.

             The Appointments Committee of the Cabinet has laid out a policy for fixing an upper limit on the number of years for which officers/officials can work in the personal staff of Ministers. This was conveyed by DOP&T's O.M.No. 31/65/2009-EO (MM-I) dated 04.03.2010.
2.     Ministries have raised certain queries regarding the applicability of these instructions.
They are:.
  (i)  Whether these instructions are applicable only to serving officers or also to those from the open market, retired and officers of PSU/Autonomous bodies etc.
  (ii)  Whether these instructions will apply from retrospective or prospective effect and whether they are applicable to new cases of appointments only or to officials working at present in the personal staff of Ministers too..
3.    In clarification, the ACC has approved that:
  (i)  The 10 years limit would be applicable to all appointments in the personal staff of Ministers even for retired or private persons.
  (ii)  The ACC directions would be applicable with prospective effect and not with retrospective effect as these instructions are clearly for processing 'future' appointments. It would not be practical to open cases of all appointments with Ministers at all levels and recalculate their tenure or cancel their appointments
as the case may be. These instructions would be effective from the date of issue of the 0.M mentioned in para 1 above. No future appointments will be made which are not in accordance with these instructions.

Army Decides to Take 124 More MBT Arjun

           The Army has decided to place fresh order for an additional home-built 124 Main Battle Tank (MBT) Arjun. This is over and above the existing order of 124 tanks. The development follows the success of the indigenous MBT Arjun in the recent gruelling desert trials.


            The project for the design and development of the MBT Arjun was approved by the Government in 1974 with an aim to give the required indigenous cutting edge to our Mechanised Forces. After many years of trial and tribulation it has now proved its worth by its superb performance under various circumstances, such as driving cross-country over rugged sand dunes, detecting, observing and quickly engaging targets, accurately hitting targets – both stationary and moving, with pin pointed accuracy. Its superior fire-power is based on accurate and quick target acquisition capability during day and night in all types of weather and shortest possible reaction time during combat engagements.

RBI permits 926 branches of banks to accept advance income tax

            To make it convenient for the income tax assessees, the Reserve Bank of India today allowed 926 branches of public and private banks to collect advance income tax in Mumbai and Navi Mumbai.


             Till now, only RBI used to collect advance income taxes. Of the 926 branches, 862 branches of public sector banks, 35 of HDFC Bank, 10 of ICICI and 19 of AXIS Bank, RBI Assistant Manager J D Desai said in a statement here.

            The step has been taken for the convenience of the assessees in Mumbai and Navi Mumbai, so that they could utilise the services being made available at various designated branches of the authorised banks, he added.

            Mumbai, being headquarters of many corporates, gets the largest chunk of advance income tax.

Recruitment criteria for NCERT director to be changed

              Unable to find suitable candidates, the government is set to modify the recruitment criteria for the post of director of National Council of Educational Research and Training (NCERT).


            The premier educational body is currently headed by in-charge director Prof G Ravindra after the government failed to find a suitable candidate for the post.

           HRD Minister Kapil Sibal has favoured modification in the recruitment rules which state that a candidate needs to have at least ten years of experience as a professor, including five years of administrative experience.
            HRD Ministry had advertised for the post last year.

          Though it got 72 applications, 46 were not eligible as they did not have five years of administrative experience.

        The ministry has now written to the Department of Personnel and Training (DoPT) for relaxing the criteria of administrative experience.
