 MODIFlED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. 

The Sixth Central Pay Commission in Para 6.1.15of its report, has recommended Modified Assured Career Progression Scheme(MACPS). As per the recommendations,financial upgradation will be available in the next higher grade pay whenever an employee has completed 12 years continuous service in the same grade. However, not more than two financial upgradations shall be given in the entire career, as was provided in the previous Scheme. The Scheme will also be available to all posts belonging to Group "A" whether isolated or not. However, organised Group "A" services will not be covered under the Scheme

 2. The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10, 20 and 30 years of continuous regular service.

 3. The Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This Scheme is in supersession of previous ACP Scheme and clarifications issued there under and shall be applicable to all regularly appointed Group "A", "B", and "C" Central Government Civilian Employees except officers of the Organised Group "A" Service. The status of Group "D" employees would cease on their completion of prescribed training, as recommended by the Sixth Central Pay Commission and would be treated as Group "C" employees. Casual employees, including those granted 'temporary status' and employees appointed in the Government only on adhoc or contract basis shall not qualify for benefits under the aforesaid Scheme. The details of the MACP Scheme and conditions for grant of the financial upgradation under the Scheme are given in Annexure-l. 

4. An Screening Committee shall be constituted in each Department to consider the case for grant of financial upgradations uhder the MACP Scheme. The Screening Committee shall consist of a Chairperson and two members. The members of the Committee shall comprise officers holding posts which are at least one level above the grade in which the MACP is to be considered and not below the rank of Under Secretary equivalent in the Government. The Chairperson should generally be a grade above the members of the Committee.

 5. The recommendations of the Screening Committee shall be placed before the Secretary in cases where the Committee is constituted in the MinistrylDepartment or before the Head of the organisation/competent authority in other cases for approval. 

6. ln order to prevent undue strain on the administrative machinery, the Screening Committee shall follow a time-schedule and meet twice in a financial year - preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April- September) of a particular financial year shall be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year shall process the cases that would be maturing during the second-half (October-March) of the same financial year. 

7. However, to make the MACP Scheme operational, the Cadre Controlling Authorities shall constitute the first Screening Committee within a month from the date of issue of these instructions to consider the cases maturing upto 30th June, 2009 for grant of benefits under the MACPS. 

8. ln so far as persons serving in The lndian Audit and Accounts Departments are concerned, these orders issue after consultation with the Comptroller and Auditor General of lndia. 

9. Any interpretation/clarification of doubt as to the scope and meaning of the provisions of the MACP Scheme shall be given by the Department of Personnel and Training (Establishment-D). The scheme would be operational w.e.f. 01.09.2008. ln other words, financial upgradations as per the provisions of the earlier ACP Scheme (of August, 1999) would be granted till 31.08.2008. 

10. No stepping up of pay in the pay band or grade pay would be admissible with regard to junior getting more pay than the senior on account of pay fixation under MACP Scheme. 11. It is clarified that no past cases would be re-opened. Further, while implementing the MACP Scheme, the differences in pay scales on account of grant of financial upgradation under the old ACP Scheme (of August 1999) and under the MACP Scheme within the same cadre shall not be construed as an anomaly.

Sir ,I m surprised that nobody is taking note of the fact that ministry of finance has done a mistake while clarifying MACP.MACFP is given in only immediate next higher grade pay which may not be in the hierarchy of the cadre. But will get the grade pay of that in the hierarchy of the cadre in due course of promotion.But nothing was told for those like working in IA&AD who do not get promotion without passing a very tough examination SOGE.in this dept. no such regular promotion occurs.As a result a personm entering as audito get regular promotion only upto senior auditor but after that 2nd acp 4600 and 3rd 4800 after 30 years of service means he is allowed only two promotions in his life.This is in contrary to the PM`s announcement for 3 promotions in life.Is it not betryal of public faith to commitment?

Our C&AG approves this illegal idea.

Sir,

I have joined Service in May 87
in 4000-6000 Scale and got 5000-8000 scale in Aug 99 under old ACP.

no promotion till Jul 2007

in Jul 2007 I got posting to
5500 Scale under direct recruitment.

and again in May 2009 got posting to 5500 scale through another direct recruitment.

What would be my grade pay as per MACP?

1. Civilian Motor driver grade I are equal grade pay with the MCM i.e. 2800/- At least 50% of senior most Civilian Motor Drivers (Staff Car Drivers) have the right to get promotion as Special Grade. in the Grade pay of Rs. 4200 in the pay band 9300-34800 those who are completed of 24 years regular service, due the following reasons :-

(a). As per the latest policy, only 5% of senior most Civilian Motor Drivers ( Special Grade) (Staff Car Drivers) are getting the Grade pay of Rs. 4200 in the pay band 9300-34500 at the time of retirement on completion of 35 to 37 years of service, due to the introduction four grade structure i.e. Ordinary grade, Grade II ,Grade I & Special grade in the grade ratio system of 30:30:35:5 respectively. Earlier there was three grade structure. However, due to ban on recruitment , 50% of CMDs are having more than 25 years of regular service and waiting for promotion as Special grade. Therefore, it is a matter of fact that minimum 50% of senior most CMDs have the right to get promotion as Special Grade.

The grade ratio has to be revised to 50% instead of 5% or time scale promotion be recommended to Civilian Motor Drivers (Staff Car Drivers)
(b) All those who are initially appointed in the Group ‘C’ category ( including skilled industrial personnel), are getting the Grade pay of Rs. 4200 in the pay band 9300-34500 after completion of 24 years except Civilian Motor Drivers (Staff Car Drivers). (b) The semiskilled industrial personnel who are appointed before 1982 and got more than three promotions and more than two financial up gradations are granted the pay scale of Rs, 5000-150-8000 after completion of 24 yrs under the ACP Scheme(For. e.g., WIREMAN, LINEMAN, SBA, MPA, PHO, DES, PAINTER, CARPENTER, MASON, PLUMPER, PIPEFITTER etc).All these categories were semiskilled before 1982. However, CMDs who are Group ‘C’ (Skilled) employee since the Independence of India are not getting the pay scale of Rs 5000-150-8000 after completion of 24 years.The mazdoor, chowkidar , peon who were re-classified as LDC are getting the Grade pay of Rs. 4200 in the pay band 9300-34800 after completion of 24 yrs in the Group ‘C’ category. However, the mazdoors re- classified as Civilian Motor Drivers (Staff Car Drivers) are not getting the Grade pay of Rs. 4200 in the pay band 9300-34800 even after completion of 30 to 35 yrs as Civilian Motor Drivers (Staff Car Drivers). Further, four grade structure promotion has been introduced instead of three grade structure with the grade ratio system of 30:30:35:5, which was adversely affected promotion of Civilian Motor Drivers (Staff Car Drivers). However, the grade structure of grade II and grade I have been merged in to one grade in case of Industrial tradesmen and JEs (Supdt gde I &II) , O/S (Asst& O/S), Draftsman( Gde II & Gde I), Supvr.B/S (Gde II &Gde I), & Stenos (Gde II & Gde I) which was very favour to them. The implementation of three grade structure in case of Civilian Motor Drivers (Staff Car Drivers) also by merging the CMD Gde I and Special Gde into one grade is very essential in the ratio of 30:30:40 for justification. I was appointed in regular service on Feb 2004 and I got promotion as switchman in Pay scale 1200-2040 in the year 1988 and ASM in the pay scale 1200-2040 in the year 1990 (At the time of getting promotion from switchman to ASM the pay scale of both categories were same ) And I gor further promotion as SM III in the year 1993and now Iam continuing in the same grade for the past 16 years. By ignoring the two promotions in the same pay scale I am eligible for getting one MACP but the same is denied. kindly clarify.

If you are continuous service, means there is no gap in your service switching one job to another, then you are getting same grade pay since Aug 1999, as the old scales of 5000 & 5500 are now merged in the 6th CPC, so you are eligible for another ACP under MACP scheme to the next higher grade pay. Fight for it !!!!!!!

I have joined govt service on 8.12.1999 as chowkidar. I got promotion as driver on 1.7.2005. Then i had reverted as a same paost as per my request. please tell me in which date i will be eleigble for 1st MACP?

Sir, Indian Navy's design cadre consists of Design Staff in 4200 grade pay and officers in the grade pay of 4600, 5400, 6600 and higher. One needs to qualify departmental exam of a very high standard to get promoted. If MACP is granted to next higher grade as per VI cpc and Examination is not a criteria, then a Design staff (4200 gr pay)of 30 yr service would draw 5400 and a gazetted officer (4600 gr pay) having 20 years or less service would be placed at grade pay of 4800 (One grade lower than their subordinates) or remain in 4600 if less than 10 years service. That means an officer senior in rank draws less pay, Allowances and facilities than his subordinates. IS n't IT UNFAIR? THERE IS A WAY OUT, IF CANDIDATES WHO QUALIFIED DEPTT EXAM IS GIVEN GRADE PAY OF THE CADRE AND FOR OTHERS GRADE PAY AS PER THE VI CPC, A DIFFERENCE COULD BE MAINTAINED BETWEEN STAFF AND THEIR SUPERIOR GAZETTED OFFICERS.

Hi Sir,

I joined in the ICAR Service as Junior Clerk/LDC in 1985 and got Promotion as Senior Clerk/UDC in the Year 1992. After that I did not get any promotion till 2007. I took VRS on 01/06/2007. I have rendered the Service of 21 years 7 Months. Please tell me Sir, whether I am eligible to get the benefit of 2nd ASSURED CAREER PROGRESSION SCHEME.

Sir,

can any one clarify this matter for awarding macp five years review of CRs is compulsary .If some one is having average remarks he will not be awarded MACP. In 19 May 2009 letter DOPT not written clearly that employees are having remarks in CRs AVERAGE they will not get the benefit of MACP.Kindly anyone clarify this matter.

I am surprised that in railway audit employees having AVERAGE remarks did not get the benefit of MACP.Can any one clarify, DOPT letter No.35034/3/2008-Estt(D) of 19 May 2009 where it is written if 5 years CRs having average remarks then employee will not be given MACP benefits. If any one can help me or guide me what to do.

I have appointed as GP "D" in Apr 77 and promoted as LDC during May 87 and promoted as UDC in Apr 96 and promoted as Assistant in Jul 2006.

Kindly clarify whether I am eligible for MACP or not? I have already completed 33 year of service.

I joined ICAR services on 21.6.1975. I was promoted to UDC through limited departmental exam during 1983 and thereafter promoted to Asstt. on 27.4.1993. I refused 3rd promotion as AAO offered to me during Feb., 2006 (i.e. after 8 months of completion of 30 years of service -1975 -2005 and 13 years in a grade - 1993- 2006). I had completed 30 years of service on 21.6.2005 and 10 years of service as ASSTT on 27.4.2003. I had not been granted 3rd financial upgradation by my office in view of of para 25 macp as I had refused promotion before 1.8.2009 i.e. date of implimentation of the MACP . In my opinion as per para 25 macp I refused promotion after becoming eligible for 3rd upgradation which was stagnated (completed 10 years in a grade) on the post of ASSTT on 27.4.2003 after serving 13 years at the post of ASSTT.(DOP as ASSTT - 4/93 - date of refusal 2/2006). Please clarify whether I am eligible for 3rd upgradation w.e.f. 27.4.2003 i.e. 1.9.2008.

I have joined as Helper (Group D) in doordarshan on 03.03.90,in the pay scale of 800-15-1010-20-1150.After 12years service i have got first ACP on 3.3.2002 to the scale 2750-50-3800-75-4400.On 23.12.2002 I have got promotion through LDCE to the post of Technician scale of pay 4500-125-7000 and still continuing as Technician.On 3.3.2010 I have got second MACP to the scale of 9300-34800 with grade pay of 4200,
Sir my dout is that asper the rules
while grant MACP,All ACPs granted up to the scale of 3050-75-3950-80-4590 should be ignored. According to this rule I think I am eligible to get first and second MACP.But only second MACP is granted to me is it a right methode kidly clarify.

I'm permanent employee of central govt in civil defence as chowkidar.sir I'm graduate in commerce & now perusing in mca 5th sem through distance education mode.sir I want get promotion.if it's possible option for getting promotion from chowkidar to ldc ,udc or above from this post? if it's not possible than how can I change my post or trade from chowkidar to above this post ?sir plz tell me the procedure for getting promotion from chowkidar to ldc,udc & above from this post as soon as you can sir... from sham lal
